Examines theories of planning and problems of plan implementation. Review and assesses a range of theories of intervention - market imperfections, political economy, regulations, community, rationality, and communication - relying on examples from students research as well as case studies developed by students. Prereq: Admission to the PhD program in Designand Planning or permission of instructor.Semester Hours: 3to 3
